PC Appointment

The Environmental Planning and Assessment Act 1979 requires a Principal Certifier to be appointed before ‘building works’ commence on a development site.

A Principal Certifier may be a Private Registered Certifier or a Council.

Principal Certifier Appointment is a separate application that must be lodged and determined a minimum of two (2) business days prior to the commencement of any works on the property. To avoid delays in approval of the Complying Development Certificate and Construction Certificate it is best to lodge the application at the same time as the CDC & CC stage.

Once PC Appointment has been determined on the NSW Planning Portal by SBAC you will receive an email from the Portal confirming that we have accepted the application. You may commence construction two (2) business days after that date.

Notice of Commencement of Works

Before works can begin you must notify both the Principal Certifier and the Council that you are planning to start. This notice must be provided at least two (2) days before works begin.

Once the PC Appointment has been determined by SBAC you are able to complete the Notice of Commencement of Work via the NSW Planning Portal.
You will need to login to your Planning Portal Account and the PC Appointment should be in your “Active Work” dashboard. Click on the reference number for that particular address (it will start with the letters “CFT”). On the Actions drop-down menu click on “Intention to commence work”
