Many types of home renovations and minor building projects do not require approval from council or private certifier. This is called an Exempt Development.
As long as the development meets specific standards and land requirements, no planning or building approval is needed. The first step when planning the building project is to check if it meets the relevant development standards of an Exempt Development.
The Building Code of Australia has now formed part of the National Construction Code (NCC) which sets out the requirements for the design and construction of a building in Australia, including plumbing and drainage. It sets the minimum required level for the safety, health, amenity, accessibility and sustainability of certain buildings.

A Building Information Certificate (BIC) is an application made to Council when a building or structure has been constructed unlawfully. It is often referred to as an application for unapproved works. Since it is not possible to obtain Development Consent or a Construction Certificate for a building that has already been erected, a BIC is the only option to ‘regularise’ the building work that has been undertaken unlawfully. A Building Information Certificate is issued by the Local Council for the whole or part of a building. The certificate is confirmation from Council that Council will not issue an order, or take proceedings for an order or injunction, for the repair, demolition, alteration, addition or rebuilding of the building.
