Construction Certificate (CC)

Development Consent/Construction Certificate

Many forms of developments require approval from your local council, technically known as Development Consent.

You apply for the Development Consent by lodging a Development Application (DA). A DA is a formal application for development that requires consent under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act).

Lodgement is made to your local Council via the NSW Planning Portal. You will be required to create an account and provide plans and documents to meet their approval criteria.

Once the DA has been approved you will need to obtain a Construction Certificate either from Council or a Private Certifier in order for construction works to commence. Below are the steps required to obtain the Construction Certificate from SBAC:

  • Quote: Obtain a Quote. If you wish to proceed with the quote you will need to complete and sign the fee acceptance letter and return to our office.
  • Invoice: An invoice will be provided, and full payment will be required prior to the file being assessed.
  • Portal Lodgement: You will be required to lodge a Construction Certificate application through the NSW Planning Portal using the account you have already created when lodging the DA. When uploading all of the documents it is best to upload as many as possible, however the following must be uploaded in order for the certifier to even begin assessment:

Submit an application for a Construction Certificate (CC)

  • Assessment: Once SBAC has received the CC Portal Lodgement and full payment of the Invoice, one of the certifiers will assess all documents and provide you with an “Additional Information Checklist” via the NSW Planning Portal. This checklist will let you know of any further documentation that is required in order to have the Construction Certificate approved.
  • Approval: Once everything has been provided then the Construction Certificate will be approved.


NOTE: Even though a Construction Certificate allows you to commence construction, you will also need to appoint a Principal Certifier via the NSW Planning Portal prior to commencement of any works.
